The SAE J3016 level 5 definition of "completely autonomous" means that the vehicle must perform all driving tasks under all conditions, except in the case of natural disasters or emergencies. A human passenger would enter the vehicle, select a destination, and require no further attention or interaction during the journey. The bet specifically refers to major cities, defined as the top 10 most populous cities in the United States.
Musk has expressed his skepticism about the feasibility of achieving fully autonomous driving by 2030, stating that everyone is underestimating the difficulty of the task.
