The Meghalaya government has signed a memorandum of understanding (MoU) with Elon Musk-led Starlink to pilot satellite communications (satcom) services in the state’s remote areas. This partnership aims to deploy satellite broadband services in sectors such as healthcare, education, and agriculture, addressing the long-standing challenge of connecting remote schools, health centers, and communities. Meghalaya Chief Minister Conrad Sangma highlighted the importance of this initiative in a post on X, stating that it marks a significant step towards bridging the digital divide and improving access to healthcare, education, and livelihood opportunities for rural populations.

Sangma also emphasized the state government’s efforts to transform Shillong into an IT and technology hub in Northeast India, fostering a robust digital ecosystem. The pilot project will evaluate the feasibility of Starlink’s technology in delivering high-speed internet reliably across Meghalaya, paving the way for a potential wider rollout. This move follows Starlink’s recent letter of intent (LoI) with the Gujarat government to provide satellite-based internet connectivity in the state’s remote and border areas, as well as a pact with the Maharashtra government in November 2025 to deploy satcom services for government institutions.

Starlink’s entry into the Indian market has been facilitated by clearances from IN-SPACe, the telecom department, and TRAI in 2025. However, the company has not yet commenced commercial operations in the country due to the lack of allocated satellite spectrum. Additionally, Starlink still requires fresh approval from IN-SPACe to offer new services like direct-to-device (D2D) connectivity in India. Furthermore, the company must complete security compliance requirements before fully operationalizing its services.

The Meghalaya MoU with Starlink underscores the government’s commitment to leveraging satellite technology to enhance connectivity and digital inclusion in underserved regions. By partnering with Starlink, the state government aims to revolutionize access to information and services, ultimately contributing to the overall development and well-being of its citizens. This initiative aligns with broader national efforts to expand digital infrastructure and improve internet access across India, particularly in rural and remote areas. As Starlink continues to navigate regulatory approvals and spectrum allocation, the Meghalaya pilot serves as a crucial test bed for the company’s satellite broadband services, potentially setting the stage for future expansions and partnerships across the country.
