CAG Flags Delays, Airtel Penalty Dues of Rs 8.49 Crore in Rural Telecom Roll-Out

The Comptroller and Auditor General (CAG) has recently highlighted significant delays and financial shortfalls in the rural telecom roll-out under the Digital Bharat Nidhi (DBN) fund, a rural telecom development initiative under the Department of Telecommunications. The report, dated April 2, 2026, criticizes DBN for its failure to recover Rs 8.49 crore in penalties from Bharti Airtel, which have been pending for the past four years. This issue underscores the challenges faced in enforcing agreements with telecom providers and the consequences of missed deadlines.

In December 2017, DBN entered into an agreement with Bharti Airtel to provide mobile coverage in Assam and Sikkim, with a deadline of June 2019 for commissioning all sites. The audit conducted by the CAG revealed that by April 2021, only 431 out of the approved 756 sites had been commissioned. In an attempt to address this, DBN revised its target to 562 sites. Despite this adjustment, as of April 2025, 124 sites were still uncommissioned.

These delays have resulted in substantial financial penalties for Bharti Airtel, amounting to Rs 19.47 crore in Liquidated Damages (LD) and Non-Performance Penalty (NPP). However, DBN has only managed to recover Rs 10.98 crore, leaving Rs 8.49 crore outstanding. This failure to recover the full amount highlights a weak contract enforcement mechanism, as the penalties have been pending for over four years.

The CAG report emphasizes the need for DBN to strengthen its contract enforcement capabilities and expedite the commissioning of the remaining sites. It urges the authorities to ensure that Bharti Airtel Ltd. is held accountable for the penalties and that the outstanding amounts are recovered promptly.
